Identity based extrajudicial killings and other human rights violations – Summary findings of human rights reports from Human Rights Council- Ethiopia

Human Rights Council (HRC), Civic organizations based in Ethiopia had released 139th and 141th Special Reports that revealed identity based extrajudicial killings and other human rights violations in Somali, Tigray, Amhara and Southern Nations, Nationalities and Peoples regions by government security forces.

Somali Region

HRC, in its 139th Special Report which was released on 01 Nov 2014 under the title “Stop the extrajudicial killings of citizens”, announced that 65 people were killed on 12 Dec 2013 in Qellafo and Mustahil woredas of Somali region by Somali Special Force a.k.a “Liyu police” for merely raising question for self-administration by Rebare and Dube clans. The extrajudicial killing was committed indiscriminately including against four, five and eight years children.

In addition to extrajudicial killings by the “Liyu Police”, 115 people were bodily harmed by bullets and beatings and properties of Rebare and Dube tribes were damaged. HRC spoke to victims, families of victims and made observation on the spot to prepare the report.

Tigray Region

Human Rights Council (HRC), in its 141th Special Report which was released on 01 June 2016, also disclosed that 34 people were killed by Tigray region securities (Tigray special police) for raising “Wolqait Amhara identity” questions. Among the victims nine people were dead in prison according to the Special Report titled as “Stop the extrajudicial killings, arbitrary arrests, kidnappings, displacements, and property takings against citizens who raised identity questions in accordance with the constitution!”

According to the report, besides extrajudicial killings, many people were kidnapped, many others were also beaten up, tortured, raped, arrested, unfairly treated, and also their lands and private properties were taken by the region’s administration and security people.

Amhara Region

Similarly, Amhara region “Liyu Police” extra judicially killed 22 people and wounded 10 for raising “Qimant Identity question”, according to HRC’s 141th Special Report released on 01 June 2016 and titled as “Stop the extrajudicial killings, arbitrary arrests, kidnappings, displacements, and property takings against citizens who raised identity questions in accordance with the constitution!”.

Southern Nations, Nationalities and Peoples Region

According to HRC’s 141th Special Report, gross human rights violations were also committed against Qucha and Kontoma people for raising identity questions. The report indicated that 42 Qucha people were arbitrary arrested and held in Arbaminch town without trial.

HRC called on the government to refrain from extrajudicial killings and violating human rights and solve the problems in accordance with article 39 of the constitution that state about peoples’ rights to self-administration.
